A domain name is valuable digital property. In order to protect your property, a domain name transfer between registrars requires two proofs of identity:

  • 1st Proof of Identity:
    Network Solutions sends one Form of Authorization email to document your approval of the transfer.
  • 2nd Proof of Identify:
    Your current domain registrar sends the second Form of Authorization email to record approval on their side.

ICANN, the regulatory body that governs domain names, requires this because falsifying approval of both emails is unlikely.   And this identification process is similar to why two forms of identity are required to obtain other important documents, such as a passport.
